What should the battery dashboard reading be on my 97 dodge Dakota when I put the key in?

it shows 8 as red and 14 in the middle and 18 on the high side red. right now it shows around 12 and I know reading that on a voltmeter is low but I wasn’t sure if it was the same reading.
That is the thing, I can’t get it to run. I am aiming at the alt. but I want to make sure there isn’t a bad wire somewhere between. Everything I read says readings need to be done while car is running, but I can’t get it to turn over.
